Many of you have been following the fight for Penny’s Law, which calls on New York State to strengthen protections against dangerous and reckless dog ownership.
Now, we’re seeing movement at the NYC Council level, with new legislation aimed at improving reporting, awareness, and accountability around dog attacks.
You can read the full bills here:
Dog Bite Reporting & Awareness
Dog Licensing Education & Outreach
These bills have been introduced and referred to the Committee on Health, but they still need public pressure and Council support to move forward. Without action, meaningful reform around dog attacks continues to stall leaving victims without clear systems for reporting, response, or accountability.
How you can help today:
Find your local Council Member and ask them to support Gale Brewer’s legislation.

Sample message you can copy/paste (for email or phone):
“I am a NYC resident and I support stronger protections for victims of dog attacks. Please support legislation that improves dog bite reporting, public awareness, and responsible ownership enforcement. Clear reporting systems and accountability are critical to public safety. Thank you for your leadership.”
We are still fighting for Penny’s Law at the state level — but these NYC bills are an important step forward.
Real change happens when pressure builds from every level. Together, we push this forward.
